Philabundance 'PHLB' was created in 1984 with the simple belief that no man, woman or child should go hungry. Our growth and eventual integration with the Philadelphia Food Bank in 2005 has made us the region's largest hunger relief organization. We are now able to address hunger through direct service programs and a network of 500 member agencies, as well as contribute to a broad spectrum of social services through food cupboards, emergency kitchens, shelters, daycare and senior centers and beyond.

Position Description:

The Vice President of Human Resources is responsible for providing strategic and operational leadership of all Human Resources functions, including: staff recruitment, retention, compensation and benefits, employee relations, performance management, and talent development. The Vice President of Human Resources ensures HR programs support, enhance and sustain the mission and objectives of Philabundance.

Working collaboratively with the Executive Leadership Team, the Vice President - Human Resources will work to ensure that Philabundance's Human Resources programs, policies and procedures reflect current best practices, support Philabundance's strategic plan and build employee engagement through the development of a resonant culture.

Specific Responsibilities:

  • Oversee comprehensive HR functions including compensation, benefits, talent management, performance management, staffing and employee development, policies, record retention, etc.
  • Develop and administer all HR strategies, policies and procedures. Develop metrics and standards for tracking impact and reporting back to organizational leaders.
  • Monitor legal compliance with State, Federal and local employment laws. Respond appropriately to employee relations issues including conducting investigations; attend unemployment hearings and liaison with outside attorneys.
  • Advise leaders with administering proper employee corrective action and ensure consistent interpretation/application of policies and procedures.
  • Prepare all HR reporting, including internal personnel reports, state and federal reporting and annual 5500's for benefit plans in conjunction with Finance.
  • Work in coordination with internal and external trainers on employee development programs.
  • Administer and modify the performance and talent management programs for the organization.
  • Plan events and programs supporting employee engagement, staff morale and cohesion.
  • Implement other performance-enhancing initiatives that directly support strategic business goals.
  • Work with department heads to assess staffing needs that meet strategic goals and objectives.
  • Manage staffing process for both full-time and part-time positions.
  • Update, administer and maintain the Wage & Salary program and its policies and procedures.
  • Provide oversight for company 403b plan and its annual audit in conjunction with the finance department.
  • Administer the company health plan. Provide leadership in establishing and reviewing benefits and programs to evaluate their effectiveness and economic feasibility. Negotiate health plan rates and coverage with support from the CFO and Executive Director.
  • Interact with organization's insurance broker/carriers for employee/volunteer related incidents.
  • Oversee workers' compensation program, participate in Safety Committee.
  • Maintain the HR department budget. Provide assistance in developing compensation and benefits budgets and in maintaining budgetary controls.
  • Mentor and develop members of the HR team.
  • Serve as the lead internal member of the HR Committee of the Board; schedule meetings, prepare agenda, and ensure minutes of meeting are taken and distributed.
  • Other duties as assigned.

Qualifications and Experience:

  • Minimum of 8 years of progressively responsible Human Resources management experience and a track record of successfully leading HR initiatives in a service-oriented organization of comparable size and complexity.
  • Bachelor’s degree in Human Resources, business or related field required
  • HR Certifications are a plus and recommended.
  • Experience in manufacturing, transportation, warehousing, food distribution, co-op or retail grocery settings preferred, but not required.
  • Experience managing HRIS implementations and managing hourly workforces preferred.
  • Experience designing and implementing human resources policies, procedures and programs.
  • Demonstrated competency in diversity and inclusion programs, 401(k)/403(b) plan administration, employee relations, performance management, employment law, and EEOC compliance.

  • Demonstrated ability to manage and lead the full employee lifecycle, including sourcing, recruitment, development and talent management.
